Enhancing the Effective Use of Digital Technologies to Promote Transparency and Accountability in Uganda

In today’s rapidly evolving technological landscape, the delivery of public services is undergoing a significant transformation. Governments worldwide are increasingly adopting digital technologies to improve the efficiency, accessibility, and effectiveness of their services. This global trend is reshaping how public services are designed, delivered, and experienced, and Uganda is actively embracing this trend. Traditional bureaucratic systems are being replaced by digital solutions, creating opportunities for a more streamlined, transparent, and citizen-centered approach to governance. 

Global Tech Inclusion Network (GTIN), under its Data and Innovation program, is developing an innovative mobile and web-based system aimed at enhancing transparency and accountability in Uganda’s public service sector. This system will establish a direct two-way digital communication channel between citizens and duty bearers, allowing for real-time interactions and feedback. Designed with inclusivity at its core, the system will be fully accessible both online and offline, ensuring that individuals in remote areas without consistent internet access can benefit. It will support multiple languages, making it user-friendly for rural citizens, especially in areas with high illiteracy rates. The system will be compatible with all mobile phones, including both basic and smartphones, to meet the needs of the rural population. Additionally, it will be cost-free for citizens, and designed to be simple and easy to use, encouraging quick adoption.

By enhancing transparency and accountability in public services, this initiative aims to foster an inclusive, more efficient and responsive governance, ultimately improving the livelihoods of rural communities. With the ability to digitally connect citizens directly with duty bearers, the system will contribute to better service delivery, ensuring that the needs of all citizens are met effectively and equitably.
